Regulations for issuing special permits

The regulations for issuing permits for oversized transportation by trawls are determined by the regulatory legal act “The procedure for issuing a special permit for the movement of a vehicle transporting heavy and (or) large-sized cargo on roads” (Order of the Ministry of Transport of the Russian Federation dated July 24, 2012 No. 258).

Our country has a licensing system for the transportation of oversized and dangerous goods. But obtaining permission for this type of transportation is not an easy procedure, especially if the Customer is doing this for the first time. After all, it is necessary not only to fill out the application correctly, but also to submit it to the authorities that monitor and regulate traffic.

Coordination of traffic routes during transportation is quite time-consuming (on average, from 10 to 30 days). If you entrust the approval to specialists, the period can be reduced to 3-7 days. In certain cases, if the transportation of goods of significant mass is implied, the payment of contributions for the wear and tear of road surfaces will be required.

If the size or weight of oversized cargo exceeds established standards, or dangerous goods are being transported, then it will be necessary not only to obtain permission to transport such cargo, but also to develop a transportation project . This project must include all the features and nuances of a specific type of transportation, including strengthening the road surface, removing power lines, coordinating travel at railway crossings, etc.

Types of permits for oversized cargo

Special permission is divided into:

• interregional transportation;
• international shipping.

International special permits

Registration of an international special permit is necessary in situations where a road train follows a route that involves crossing the state border between the Russian Federation and another country. The permit for oversized transportation in international traffic is a one-time permit - it is valid only for one flight performed by a specific vehicle. Another important nuance concerns the restrictions on the movement of heavy trucks introduced by Rosavtodor in connection with the spring drying of roads (these prohibitions do not apply to road trains with such a permit).
Only one institution located in Moscow is engaged in issuing international special permits - FKU Rosdormonitoring . The first step to obtaining a permit is submitting an application, for which personal presence is not necessary - you can use the State Services . In addition, it is permissible to use the services of special companies that deal with submitting documents and obtaining permits if the applicant’s personal participation is impossible. This possibility is provided for in Order No. 258 - the application can be submitted not only by the owner of the vehicle, but also by his representative, whose powers are confirmed by a power of attorney.

Special permits for interregional transportation

Obtaining an interregional special permit for the transportation of oversized cargo is required when traveling along a route passing through the territory of two or more constituent entities of the Russian Federation. Its validity period is up to 3 months, and it applies to no more than 10 trips (in this case, the itinerary may indicate “and back with cargo”). The issuance of interregional permits is carried out by 33 Road Management Departments of the Russian Federation ( Uprdor ) and their branches, a full list of which is given on the Rosavtodor website. To submit an application, you can be present in person or use the State Services portal. The choice of a specific Uprdor for submitting an application is determined by the starting point of the route.

Stages of obtaining special permits

Obtaining permission to transport oversized cargo by road can be divided into three main stages :

Submitting an application

Initially, you should obtain all the necessary source documentation from the Customer. Such documentation includes:

• Metric parameters and data of the cargo, as well as its drawing;
• Cargo specification;
• Traffic route indicating the exact addresses where cargo will be loaded and unloaded.

These documents are the basis for filling out an application for a permit, which is then submitted to the necessary road service, taking into account the route of travel. For example, to obtain permission to carry out international transportation, an application is submitted to the Federal Road Service of the Russian Federation. If transportation will be carried out only on federal highways, then the application is submitted to the federal highway management authorities, and if transportation will be carried out along local or interregional routes, then you need to contact the territorial highway management authorities.

Coordination

Employees of these departments coordinate the transportation route with the necessary organizations to ensure transportation safety. During this coordination, issues such as the presence of gas pipelines, the height of power lines and others along the cargo route are resolved.

The approval period usually lasts from 7 to 30 days, it all depends on the dimensional parameters of the cargo or its danger. In special cases, approval may take more than one month, but for such cases it will be necessary to develop a transportation project.

Obtaining a transportation pass

If the approval by the road services was successful, you will then need to obtain a transportation pass from the traffic police .

For this purpose, this service also coordinates the transportation route. If the cargo by its weight or dimensional parameters exceeds all permissible standards, or the cargo belongs to the category of especially dangerous, then it will be necessary to organize support for the transportation of the cargo by cover vehicles, which are equipped with appropriate flashing lights, or escort by traffic police vehicles.

Permitting documents for the transportation of oversized items are made in three copies : the first is kept by the driver who carries out the transportation, the second remains with the traffic police, the third is kept by the person responsible for transportation.

Cost of obtaining a permit for oversized transportation

For issuing special permits, a fixed state fee is charged, which from January 1 , 2015 is equal to 1,600 rubles. Payment details are provided by the Upddor authorities.

If the total weight of the vehicle and/or the axle loads created thereby exceed the established standards, then you will additionally have to pay for the damage caused to the roads. To calculate its value, Uprdor specialists use a special formula that takes into account a number of main factors: the amount by which the standards are exceeded, the length of the route, the type of vehicle, the type of roads. In this case, the greatest significance for the amount of damage is not the loaded mass, but the exceeded axial load, since it is the point pressure on the roadway that causes its intensive destruction.
